memory.md: fix Phase 2 verify command (cargo from src-tauri/, not root)
Tauri keeps the crate in src-tauri/; cargo check from the project root fails with "could not find Cargo.toml". Caught by the user after I suggested the wrong cd. Added a preflight-checks rule to global ~/claude/CLAUDE.md so this generalises. Co-Authored-By: Claude Opus 4.7 (1M context) <noreply@anthropic.com>
